Mr. Liu is a patent agent who graduated from Tianjin Normal University's School of Management with a Bachelor's degree in Information Management and Information Systems and from Tianjin University's School of Management with a Master's degree in Public Management specializing in Intellectual Property. Since 2006, he has been engaged in patent information retrieval and analysis and intellectual property management consulting based on patent information analysis. In 2013, he was recognized as a national talent in patent information dissemination and utilization, and in 2014, he obtained his qualification as a registered auditor for enterprise intellectual property management systems. During his tenure at the Tianjin Intellectual Property Service Center and Zhizhi (Beijing) Certification Co., Ltd., Mr. Liu provided IP strategy consulting, patent information analysis, and patent database construction services to over a hundred pilot and model enterprises in Tianjin. He has conducted guidance and on-site audits for the construction of intellectual property management systems for over a hundred enterprises across various provinces including Tianjin, Hebei, Shandong, Jiangsu, Zhejiang, Hubei, and Guangdong. He has reported and completed several major projects and intellectual property evaluation analysis projects for the National Intellectual Property Administration's patent strategy promotion projects, undertaken the construction and enterprise service work for the patent information dissemination and utilization base of the Patent Office Literature Department for several years, and has been repeatedly recognized for excellent projects by the National Intellectual Property Administration. After joining Kangxin, Mr. Liu has undertaken and participated in multiple intelligence investigation, patent layout analysis, early warning analysis, and navigation analysis projects in various fields such as rail transit, integrated circuits, new energy vehicles, and engineering equipment for government and domestic and international clients. He has planned and consulted on projects for patent classification and management, patent asset valuation, patent mining and layout, and patent risk assessment for several large domestic enterprises. Throughout his career, Mr. Liu has frequently served as a lecturer for patent worker training organized by the Tianjin Intellectual Property Office, Beijing Zhongguancun Intellectual Property Innovation Salon, and other initiatives promoting IP standardization. He has published numerous professional articles in domestic and international journals and on WeChat public accounts.
