Since the beginning of this year, the number of invention patents granted in Daguan District, Anqing City, Anhui Province, has increased by 58.33% year-on-year, the fastest growth rate in the city. The district’s intellectual property (IP) undertakings have shown new vitality and stepped onto a new stage.

    Since the start of the 14th Five-Year Plan, Daguan District has adhered to a “dual drive” of both quantity and value in intellectual property. Always treating IP as a strong engine for empowering scientific and technological innovation and industrial development, the district has focused on high-quality creation, high-standard protection, and high-efficiency utilization of IP. In this way, IP has become an “important power source” for innovators to seize development opportunities and expand new quality productive forces.

    Strengthening Creation: Building a “Technological Foundation” for New Quality Productive Forces with High-Quality Patents

    Since the start of the 14th Five-Year Plan, Daguan District has added 220 invention patent authorizations, bringing the total number of valid patents to 327, including 209 held by enterprises, 91 by universities and research institutes, and 27 by individuals. The number of invention patents per 10,000 people has reached 36.1, a 346% increase compared with the end of the 13th Five-Year Plan. By guiding innovation resources toward key fields, the district has not only steadily accumulated patents but also built a “technology matrix” that supports the development of new quality productive forces, laying a solid foundation for industrial transformation toward high-end, intelligent, and green development.

    Strengthening Protection: Nurturing the “Growth Ecology” of New Quality Productive Forces with a Rule-of-Law Environment

    IP protection is the “lifeline” of enterprise innovation and the core asset for competing in markets. Since the start of the 14th Five-Year Plan, Daguan District has maintained a “zero tolerance” stance on infringement. Through careful planning, strengthened investigation, and precise law enforcement, the district has handled 63 IP infringement cases, effectively safeguarding fair market competition and building a “protective wall” for IP creation and commercialization.

    Emphasizing Utilization: Activating the “Financial Flow” of New Quality Productive Forces Through Value Realization

    Daguan District has innovated financial products and services for IP. Since the start of the 14th Five-Year Plan, it has completed IP pledge financing totaling 426 million yuan, effectively addressing the “financing difficulties” faced by technology enterprises and providing timely support for R&D investment. At the same time, the district has promoted the full release of IP value, forming a virtuous cycle of “R&D → patents → financing → further R&D,” unblocking the “innovation chain → industrial chain → capital chain” bottleneck, and offering stronger financial support for IP to better empower the development of new quality productive forces.

    Looking ahead, Daguan District will continue to activate innovation factors, optimize the industrial ecosystem, and further release new drivers of development. At the same time, it will plan the “15th Five-Year” IP program with high standards and scientific targets. By continuously deepening pathways for IP to empower new quality productive forces, the district will improve mechanisms such as “patent navigation for industrial development,” analyze patent layouts in key industrial technologies, and guide enterprises in building patent portfolios around core technologies — striving to make Daguan a “new high ground” for IP-driven development.
