The CNIPA Releases the "Measures for Fast-Track Examination of Trademark Registration Applications" to Support High-Quality Development

To serve the nation's high-quality development and optimize the innovation and business environment, the China National Intellectual Property Administration (CNIPA) officially released the "Measures for Fast-Track Examination of Trademark Registration Applications" (hereinafter referred to as the "Measures") on July 7, 2025. The "Measures" aim to swiftly examine trademark registration applications that involve national interests, social public interests, or major regional development strategies, further enhancing the efficiency and quality of trademark examinations. Below is a summary of the core content of the "Measures" for reference by relevant enterprises and institutions.


I. Situations Eligible for Fast-Track Examination


According to Article 2 of the "Measures," a trademark registration application may request fast-track examination if it meets any of the following situations:


1. Strategic Emerging Industries and Future Industries: Involves fields such as commercial space, low-altitude economy, deep-sea technology, bio-manufacturing, quantum technology, embodied intelligence, 6G, etc., and urgently requires obtaining trademark exclusive rights;


2.Major Projects and Activities: Involves national or provincial major projects, significant projects, major scientific infrastructure, major 


events, exhibitions, and important cultural heritage, where trademark protection is urgent;


3. Modern Industrial Systems: Involves modern industrial systems or new quality productivity industrial chains promoted by provincial governments, and the trademark is already in use;


4. Response to Public Emergencies: Directly related to responding to particularly major natural disasters, accident disasters, public health incidents, or social safety incidents;


5. Other Significant Meanings: Necessary for serving economic and social high-quality development, promoting the implementation of the intellectual property power strategy, or having significant practical significance for safeguarding national interests, social public interests, or major regional development strategies.


II. Conditions for Applying for Fast-Track Examination


Article 3 of the "Measures" stipulates that a request for fast-track examination must simultaneously meet the following conditions:


1. Consent from all applicants;


2. Use of electronic application method;


3. The trademark sign applied for registration is composed of words, graphics, letters, numbers, or their combinations;


4. The designated goods or services are closely related to the fast-track examination situation and are names of goods and services publicly accepted by the CNIPA;


5. No priority claim has been made;


6. The application is not for collective trademarks or certification trademarks.


III. Application Materials and Process


1. Submission Materials (Article 4):


- Request form for fast-track examination of trademark registration (signed or stamped by all applicants);


- Proof materials for the fast-track examination situation;


- Recommendation opinions issued by central or provincial departments, or review opinions from provincial intellectual property management departments.


2. Submission Method: Mail paper documents to the CNIPA, with the envelope marked "Request for Fast-Track Examination of Trademark Registration."


3. Examination Timeframe:


- For approved fast-track examinations, the examination will be completed within 20 working days;


- For disapproved fast-track examinations, the application will be processed under the general procedure, and the applicant will be notified within 5 working days.


IV. Notes


1. Situations for Terminating Fast-Track Examination (Article 7):


- Applications requiring amendments, explanations, or corrections;


- Requests for deferred examination by the applicant;


- Other situations where fast-track examination is not feasible.


2. Subsequent Rights: After the examination decision, relevant parties may legally file an objection or request a review of a refusal.


3. Supervision Mechanism: The fast-track examination work is subject to supervision by disciplinary inspection and supervision departments to ensure transparency and regulation.
