On June 27, the China National Intellectual Property Administration (CNIPA) held its regular June press conference. At the event, Guo Wen, spokesperson of the CNIPA and Director-General of the Department of Intellectual Property Protection, stated that currently, 77 national-level intellectual property protection centers have been established across 29 provinces, autonomous regions, and municipalities, covering 80% of the country’s national high-tech industrial development zones, 18 industrial clusters each worth over one trillion yuan, and 173 industrial clusters each worth over one hundred billion yuan. These centers provide 172,000 registered entities with “one-stop” protection services integrating fast pre-examination, rapid confirmation of rights, and swift rights enforcement, achieving positive results in supporting local high-quality development.
First, they assist in laying out high-value patents and effectively protect innovation. The protection centers adhere to a high-value, high-quality orientation, continuously strengthening the standardization of pre-examination procedures and quality management. Through professional and efficient pre-examination services, they strongly support the patent layout of innovative achievements. From January to May this year, a total of 75,000 invention patents pre-examined by the protection centers were granted authorization after review by the CNIPA.
Second, they assist in quickly resolving disputes and optimizing the business environment. The protection centers actively build multi-channel dispute resolution mechanisms—covering administration, judiciary, mediation, and arbitration—becoming a convenient and efficient window for resolving IP-related issues. From January to May this year, the protection centers accepted 38,000 intellectual property rights protection cases, with an average processing time of under two weeks. Among them, 11,000 cases were directly mediated, nearly 3,000 administrative enforcement cases were assisted, and 5,400 administrative adjudication cases were supported. The centers also held a total of 828 public interest IP training sessions, with 175,000 participants, providing strong support for raising society-wide awareness and capabilities in IP protection.
Third, they enhance foreign-related protection services, safeguarding enterprises in their efforts to “go global.” On one hand, the protection centers give full play to their role as service windows, offering fast and coordinated protection services equally to domestic and foreign entities. Currently, over 8,000 foreign-invested or joint-venture enterprises have registered with the protection centers. On the other hand, the centers leverage their professional expertise to support enterprises going abroad. From January to May this year, the centers conducted 97 patent navigation analysis projects, guiding enterprises in strengthening overseas layouts around key core technologies; they also enhanced risk monitoring in fields such as cross-border e-commerce and overseas trademark squatting, and provided 1,137 overseas dispute response consultation services to enterprises.
Guo Wen stated that going forward, the CNIPA will continue to promote the high-standard construction and high-quality operation of national-level intellectual property protection centers, using rapid and coordinated protection to strongly support high-quality economic development.
