
On March 2, the Ministry of Science and Technology, the National Financial Regulatory Administration, the Ministry of Industry and Information Technology, and the China National Intellectual Property Administration (CNIPA) jointly issued the "Guiding Opinions on Accelerating the High-Quality Development of Science and Technology Insurance to Strongly Support High-Level Self-Reliance and Strength in Science and Technology" (hereinafter referred to as the "Guiding Opinions").
The "Guiding Opinions" mention the acceleration of intellectual property (IP) insurance development. Centering on national strategic emerging industries and advantageous industrial clusters, the document instructs key industry organizations to establish guidance catalogs for IP insurance. It encourages local governments to establish and refine supporting policies and guides insurance institutions to provide comprehensive package insurance solutions.
The document promotes the implementation of combined insurance models covering different types of IP, such as patents, trademarks, and geographical indications, to enhance the alignment between insurance supply and industrial innovation demands. A key focus is placed on covering risks such as infringement litigation for high-value patents, thereby constructing a risk barrier for technological innovation and market expansion in key industrial fields. Furthermore, the development of overseas IP infringement insurance and insurance for loss of expenses in overseas patent layout will be accelerated to bolster the capabilities of enterprises in defending against and responding to overseas IP risks.
