
Shanghai is advancing the pilot work for the intellectual property (IP) registration of data products with high standards, promoting the orderly circulation of data elements and the full realization of data value. As of the end of February this year, the Shanghai Data Product IP Registration and Management Platform has accepted a total of 1,518 registration applications. Following substantive examinations conducted by the Shanghai Intellectual Property Administration, 1,097 certificates have been issued. Among these, applications for data-processed products account for approximately 56%; notably, the artificial intelligence (AI) and biomedicine sectors represent over 80% of all industrial applications.
The registered data products have demonstrated significant value spillover effects. As of the end of February, 289 data products (excluding large-scale data products such as Taobao, Douyin, and securities) have generated over 4.8 billion RMB in revenue through external licensing. Additionally, 166 data products reached a total transaction volume of approximately 3.4 billion RMB across various trading platforms, and 382 data products generated a total service fee income of about 11.4 billion RMB, collectively creating an economic value of approximately 19.6 billion RMB. Furthermore, 16 enterprises obtained IP pledge financing loans totaling 345 million RMB based on their data products.
Since the launch of the Shanghai data product IP registration pilot, 569 legal entities and 211 natural persons have applied for registration. Of these, applications from other provinces and cities account for 32%. Since the beginning of this year, more than 100 new market entities have applied for registration, including prominent enterprises and institutions such as China Railway Group, China Tobacco, Shanghai Vegetable Group, Bull Group, Hohai University, Dalian Ocean University, Shanghai Children's Press, and Shanghai First Maternity and Infant Hospital.
