Building an intellectual property (IP) powerhouse with Chinese characteristics and world-class standards is a major strategic decision made by the CPC Central Committee with Comrade Xi Jinping at its core. To accelerate the building of an IP powerhouse and to further implement the Outline for Building an Intellectual Property Powerhouse (2021–2035) and the 14th Five-Year Plan for National Intellectual Property Protection and Utilization, the Office of the Inter-Ministerial Joint Conference for the Building of an Intellectual Property Powerhouse, together with relevant parties, has compiled and completed the Report on the Development of Building an Intellectual Property Powerhouse (2025) (hereinafter referred to as the “Report”).

    The Report summarizes the overall progress toward the development goals for building an IP powerhouse and the achievements made in this endeavor; evaluates the development status of building an IP powerhouse; analyzes the situation and challenges facing the building of an IP powerhouse; and provides an outlook for future development. The Report shows that China’s index for building an IP powerhouse has risen steadily, reaching 131.8 points, an increase of 6.3 points over the previous year; and that the average score of the regional IP development index has continued to rise, reaching 81.73 points.
