Shandong’s First Geographical Indication Data Intellectual Property Right Registered in Yantai

    Recently, under the guidance of the Yantai Intellectual Property Protection Center in Shandong Province, the “Data on Production Entities of the Geographical Indication (GI)-Protected Product ‘Zhaoyuan Longkou Vermicelli’,” applied for registration by the Zhaoyuan Municipal Market Supervision Administration, successfully passed review and the public notice procedure and was approved as Shandong’s first data intellectual property right in the geographical indication category. The Zhaoyuan Municipal Market Supervision Administration is also the first administrative authority in the province to register a data intellectual property right and to carry out data IP protection as a government entity. This breakthrough marks a key step forward for Yantai in the management and operation of GI-related data.

    As a new factor of production, data has become a “new engine” driving economic transformation and upgrading. Data intellectual property rights refer to the exclusive rights enjoyed over data that are collected in accordance with the law, processed through algorithms, and possess practical value as well as the attributes of intellectual achievements. They cover the full chain of data collection, storage, processing, analysis, transmission, presentation, and display. Compared with traditional intellectual property, data IP places greater emphasis on the replicability, shareability, and dynamic nature of data. Protecting data intellectual property, in essence, recognizes the intellectual labor resuilts and related input in the innovative use of data, clarifies the boundaries of data processors’ rights and interests, and strengthens incentives for data value creation and transformation.

    Leveraging its professional strengths, the Yantai Intellectual Property Protection Center has closely integrated the cultivation of data intellectual property rights with the development of the geographical indication industry, providing comprehensive guidance and support to eligible entities. Through multi-dimensional assistance—including policy interpretation, process clarification, and technical standards—the Center helped relevant parties accurately grasp key points for data IP registration. The Zhaoyuan Municipal Market Supervision Administration, through “enterprise visits + research and discussion sessions,” conducted in-depth engagement with Longkou vermicelli producers in its jurisdiction to fully understand production conditions, development bottlenecks, and data needs, and then carried out multi-dimensional data processing and analysis. This ultimately enabled the successful registration of the “Data on Production Entities of the GI-Protected Product ‘Zhaoyuan Longkou Vermicelli’.”

    This achievement not only provides solid data support for standardized development and supervision of the GI product “Zhaoyuan Longkou Vermicelli,” but also establishes a replicable and scalable model in Yantai of “data intellectual property empowering the geographical indication industry,” offering valuable experience for advancing data IP work across the province.
