The 16th Meeting of Heads of Intellectual Property Offices of China and ASEAN was held in Xi’an, Shaanxi Province.

    On October 27, the 16th Meeting of Heads of Intellectual Property Offices of China and ASEAN was held in Xi’an, Shaanxi Province. Shen Changyu, Commissioner of the China National Intellectual Property Administration (CNIPA), presided over the meeting. Song Weiqiya (宋维奇亚), the rotating chair of the ASEAN Working Group on Intellectual Property Cooperation, attended and delivered remarks. Also present were Ouk Pachi (欧克帕奇), Secretary of State and Vice Minister of the Ministry of Commerce of Cambodia; Pak Sari (帕克萨里), Secretary of State of the Ministry of Industry, Science and Innovation of Cambodia; Razilu, Director General of the Directorate General of Intellectual Property of Indonesia’s Ministry of Justice; heads of IP authorities from ASEAN member states; officials from the ASEAN Secretariat; and Zhang Zhicheng, Deputy Commissioner of CNIPA.

    Shen Changyu noted that since Chinese and ASEAN leaders jointly announced the establishment of a comprehensive strategic partnership, China and ASEAN have forged a comprehensive, pragmatic, and distinctive path of cooperation and development in the field of intellectual property. The two sides have conducted in-depth exchanges and cooperation in IP capacity building and examination operations, yielding fruitful results. CNIPA is willing to work with all parties to continue deepening and expanding China–ASEAN IP cooperation, jointly write a new chapter in regional IP cooperation and development, and promote the building of an even closer China–ASEAN community with a shared future.

    Speaking on behalf of the ASEAN Working Group on Intellectual Property Cooperation, Song Weiqiya (宋维奇亚) stated that in recent years the China–ASEAN IP cooperation mechanism has been continuously optimized and the scope of cooperation has been comprehensively expanded, contributing significantly to regional innovation and open cooperation. ASEAN stands ready to work with China to consolidate cooperation outcomes, deepen mutual trust and win-win cooperation, and jointly create a higher-quality and more vibrant innovation ecosystem and economic-cultural environment.

    The meeting heard the ASEAN side’s report on the “ASEAN Intellectual Property Action Plan 2026–2030,” the Chinese side’s report on the “Implementation of the China–ASEAN Intellectual Property Cooperation Work Plan 2024–2025,” and outcome documents related to prior-art examination of traditional medicine patents. It deliberated and adopted the “China–ASEAN Intellectual Property Cooperation Work Plan 2025–2026,” and exchanged views on intellectual property related to green technologies. Under the new work plan, the two sides will further innovate cooperation methods and broaden areas of collaboration in IP capacity building, protection and utilization, public services, improvement of examination quality, and information technology development.

    While in Shaanxi, Shen Changyu held bilateral meetings with Supratman · Andy · Agatas (苏普拉特曼·安迪·阿格塔斯), Minister of Justice of Indonesia; Ouk Pachi (欧克帕奇), Secretary of State and Vice Minister of the Ministry of Commerce of Cambodia; Pak Sari (帕克萨里), Secretary of State of the Ministry of Industry, Science and Innovation of Cambodia; and Daren Tang (陈光辉), Chief Executive of the Intellectual Property Office of Singapore, among others, and signed documents related to IP cooperation.
